Horizontal Line Groups

I am getting horizontal line groups with my ml 700 muzzleloader. I am using 2 - 50/50 pelets and a saboted 200 grain xtp. Should I try a different charge or is it more likely to be something with the stock.

Horizontal stringing could be wind, but when I do it it's caused by the shooter. The way I bag a rifle for sighting in and load testing, it can't move much vertically, but I find a way to move it horizontally.
Canting the rifle or bad trigger pull can cause horizontal groups.
I would bag/clamp it down better to make sure it isn't you.

I'm not into those new fangled types of ML's but the barrel on my Hawkins isn't going to be effected by stock pressures.
